I think you have been reading too much SMSL propaganda. The only reason for the hypersensitivity is because an opposition politician (Fuziah Salleh) and a small group of opposition supporters (SMSL) started a scaremongering campaign based on disinformation. Turning something into an issue for political gain is not a good reason.

When assessing risk you need to take into consideration the likely hood of an event occurring that would create a risk. Take your example, a cyclone. When is the last time a cyclone tore through Kuantan? I dont believe its ever happened.
Lyans carries out environmental monitoring on a regular basis and to date never had an issue. The IAEA conducted a review mission in 2011 and in a follow up mission in 2015 declared that Lynas operations are low risk.
