If there is demand then farmers will supply given a premium price. The larger players couldn't get enough supply to change sources of origin of their milk powder.
WHA has taken the step, since it's not requiring massive volumes from the get go, to start the use of domestic Organic milk sourcing. Remember that this will take time to come online and if it's one asset i'm sure that will get used it's a spray dryer/wetmix kitchen.
If you're familiar with how Chinese companies operate you'll know that shareholding does not equate to control. They prefer to have controlling stakes in companies that then themselves own controlling interests in assets/companies, which is what is happening here. Mason indirectly controls/significant influence on the JV and supply of Organic milk.
