I've had some experience re- commishioning defunct Plants.
They never crank without issues. These things are built to run continuously not sit idle for the best part of a decade. There will be fatigue, flat spots, bearing, belt, etc., failures. Once you finally get it right then there's the run in before achieving full production capacity. Months!
Have a glance at EAR's budget for "Bronzwing". They've budgeted $20Mill and IMO that'll barely be sufficient.
