I did look properly... the bottom of the light blue is record low, top of dark blue is record high, change in blue is average and black line is this year. I stand by my comment "not particularly adverse" i.e. if you consider that it is nowhere near record high and was lower than average in the previous months it really isn't out of the ordinary on a long term annual basis. RS has not actually blamed the rainfall but the low evaporation which I cannot find any sites with historical evaporation data to substantiate.
