There are 18 different cataggories and it allows the Government to basically use any items it deems necessary.
The government has a vested interest in seeing the CPI is kept low because it affects all government pensions including any wage increases.
I guess it comes down to whether you trust the government of the day to tell you the whole truth and nothing but the truth.
Having taught this stuff does not mean the government uses it to reflect the true cost of living, you would have been teaching how it should be used. I did some accounting for investing modules at Uni and only once did anyone teach anything about ethics and that was just to tell people the law is the ethics. Who makes the laws?
