    I wonder if there is another option - the outright sale (licensing?) of Trofinetide.

    I don't see that as viable, for reasons I've stated before i.e. because that would leave a cashed up NEU with 2591 to develop (or as I think of it: Trofinetide 2.0). But this is another option that I don't see listed in your message above Baldwix, and it is a possibility.
