If this is the story your referring to, the police were just in their restraint of the drug affected youngster!
If the kid (16yo)went home with his parents instead of wandering around an unknown area(he was on vacation) and didn't accept an unknown drink from strangers then he would have been ok!
I'd actually think the parents have some blame for letting him go on his own.
