You answered your own question. Long lead times. It took Valley Prestressed 6 months of testing to come up with two recipes they liked which reduced their cost and produced a better result. IMO other companies can't be bothered to commit to the effort, which is why Eden now appear to be trying to provide help without infringing on Valley's IP. If there was a mistake here it was letting Valley create a proprietary recipe without some kind of licensing agreement.
I think Valley's approach to making low cost recipes instead of just using Edencrete for extra performance caught Eden out because it hadn't occurred to them. Its been costly and I think its why Eden is busy trying to emulate the results with Korean cements. The Korean interest is as a distributor, so if there are good recipes then Eden needs to prepare a cook book so they can use it rather than leave it to the Koreans to try and develop it themselves.
