If one accepts Jesus, that comes part and parcel of accepting Almighty God who I say, based on the Bible is the Holy Spirit as he is a Spirit.

Acts is an account how the early Christians were reconciled with God after the fall in Genesis, to be a Christian one must believe, be baptised and be baptised in the spirit.
These are the core acts to becoming a Christian, three cores in one.
At times the bible talks about one core like “believe” or “faith” eg John 3:36, we have to realise this and understand it as such, same time keeping in mind the overall picture(core).
Acts 2:33 has nothing to do with the above it’s talking about a different matter. “Jesus” not people who needs to be reconciled to God, so yes we do need someone to lay their hands to receive the Holy Spirit

You’re right, Jesus didn’t preform any baptism, John the Baptist preformed the water one, and from Acts 8:17 we see Jesus had handed his authority to his apostles to baptise in the spirit, that’s where we need the future Catholic ritual (as you put it) for when the apostles died out.

To reconcile to Jesus -------- Have to be Baptised by water.
To be reconciled to The Holy Spirit------ one must be Baptised in the Spirit by laying of hands.
Each of our acts reconcile us to each Person of the God Head 3 acts in one.
Therefore: since universal power belongs to the risen Jesus, he gives the eleven a mission that is universal. They are to make disciples of all nations in this way (Matt 28:18-19)
