I see your point . You are basically saying that they are testing the systems in conditions that will place real people in harms way . In their risk review they must have determined/estimated a frequency of incidents , then equally determined / estimated the severity of those incidents on people.
It looks , from the small amount of info out now, that they were pushing their tech to a degree past its level of suitability for the task.
