What normally happens is: You get your entitlement and if you apply for excess, a pro-rata allocation of the total excess applications.
For example: if entitlement applied for come to $16.0m leaving a shortfall of 2.0m, with excess applications for a further 6.0m, the each holder applying for excess will get his entitlement =+ 1/3 on his excess application.
