    I think with insufficient detail it's not exactly clear at what stage oil traces in the samples was identified as the problem. Whether that confirmation was made by WETLAB or one of the other labs is unclear. I would want to assume WETLAB was unable to constantly replicate the same values after multiple tests and they gave up and it was the third lab which was able to identify large quantities of iodine and bromine that actually had a clue what they were doing and confirmed traces of oil as the problem. The fact that this lab wasn't able to assay Mg which is expected to be present in the largest quantities gives some assurance only the elements with the largest atomic weights - iodine and bromine - were picked up by the method they used.

    I'd also put most of the blame on SRK since the task of collecting samples and following up on the assays was outsourced to them as "consultants".
